Beijing struggles to get local governments to cut overcapacity, hitting only 47 percent of steel and 38 percent of coal targets by the end of July
Some provinces have achieved only 10 percent of their capacity-cutting goals in the coal and steel industries as the central government tries to bring local producers under control, which would work in China's favor in a pending decision by the European Commission on whether China should be given market economy status.
