A testy relationship between the Vatican and Beijing may improve as negotiations on ordaining bishops make progress
Though eight bishops selected by Beijing yet unrecognized by the Vatican remain considered for ordination, a draft agreement shows a new procedure forming on a joint selection process for bishops in the future. As the only Western state that doesn't have diplomatic relations with China, the Vatican maintains a close relationship with Taiwan and has in recent years excommunicated numerous bishops appointed by Beijing. A division also exists between Chinese Catholics who follow state-sanctioned hierarchies and an "underground" community that only follows the Pope.
