ue to China's language choices, the Philippine delegation left the nation without an agreement that Filipino fishermen could return to Scarborough Shoal, an area in the South China Sea that China has exerted control over, though an international tribunal's ruling, which was rejected by China, indicated it belonged to the Philippines.
